BOAD Approves CFA40bn Second-Phase Financing for Togo's Farm Mechanization Program

(Togo First) - Togo has secured a new CFA40 billion financing package from the West African Development Bank (BOAD) for the second phase of its Agricultural Mechanization and Irrigation Support Programme (ProMAI). The funding was approved on June 29 during the bank's 151st ordinary board meeting, held on June 26 at its headquarters in Lomé.

The new funding brings BOAD’s total financing for the program to CFA60 billion, following an initial CFA20 billion approved in October 2025. ProMAI aims to improve agricultural productivity, increase farmers’ incomes and strengthen food security through the acquisition of modern farm machinery and irrigation equipment.

Accelerating Agricultural Modernization

The program’s first phase includes the acquisition of agricultural machinery and irrigation equipment for deployment across several regions of the country through the Regional Agricultural Mechanization Centers (CRMA). Launched in 2023 in Kara and Kpalimé, among other locations, the centers provide farmers with mechanized farming services, equipment maintenance, training and advisory support. Expanding the network of centers is one of the program’s objectives.

In April, the program also adopted its administrative, financial, monitoring and evaluation, and procurement procedure manuals, designed to strengthen governance and improve implementation efficiency.

According to BOAD, the second phase is expected to improve water management, increase crop yields and support farmers’ incomes.

The financing is one of 11 projects approved by the bank during the Lomé meeting, with total commitments amounting to CFA344.6 billion for member states of the West African Economic and Monetary Union (WAEMU). Since its establishment in 1973, BOAD has committed more than CFA10.8 trillion in financing across the sub-region.
