Togo’s Oti 1 Commune Adopts 2025-2035 Development Plan

(Togo First) - The Oti 1 commune in northern Togo recently approved its development plan for the 2025-2035 period during a meeting in Mango. The document was adopted during a plenary session and establishes priorities for investment and public action over the next decade.

The local Communal Development Plan (PDC) has an estimated program cost of more than 995 million CFA francs. It covers several sectors, including health, education, energy, drinking water, sanitation, security, local governance, trade, and infrastructure.

The plan is based on a vision for 2035. It aims for an Oti 1 commune that is better governed, peaceful, and more economically resilient.

The meeting was organized by the mayor's office with support from the ministry responsible for local development. It is part of the fourth phase of the Development and Good Governance Program (ProDeG IV). This program is implemented by GIZ with the support of the German Federal Ministry for Economic Cooperation and Development.

The PDC is expected to cover three cantons in the commune. These include Mango, Sadori, and Faré.

After moving from the 133rd to 127th place under the 2020 Doing Business’ construction permit index, Togo intends to reiterate this feat in the coming edition of the global ranking. To this end, it has introduced this year multiple reforms.

Out of all the 'Doing Business’ indicators, Property Registration is where Togo has improved the most since 2018. Indeed, after spending years in the lowest part of this ranking, the country now seeks to beat Rwanda which is the best performer on this index in Africa. To do so, Lomé has been introducing many reforms, with the latest batch implemented this year.
