Togo steps up oversight of local finances to curb CNSS penalties

(Togo First) - Togo's government has tightened oversight of payroll management at the local government level. A joint circular signed by Finance and Budget Minister Georges Essowè Barcola and Territorial Administration Minister Hodabalo Awaté now subjects municipalities and regional councils to a strict schedule for the payment of salaries and social security contributions.

The measure follows a nationwide diagnostic mission that uncovered a series of irregularities in human resources management at local authorities. Officials identified recurring delays in salary payments and in contributions owed to the National Social Security Fund (CNSS), as well as inadequate traceability of payments.

For local finances, the dysfunctions carry a direct cost. According to the government, the delays regularly expose some local authorities to CNSS recovery proceedings, accompanied by financial penalties. These additional charges weigh on already strained local budgets and reduce the resources available for investment and public services.

Beyond their budgetary impact, the shortcomings also affect local government employees. Missing or delayed social security contributions can compromise access to several benefits, including occupational injury coverage, family allowances and benefits under the Universal Health Insurance scheme (AMU).

To address these weaknesses, the government has introduced a stricter payment timetable. Mayors and presidents of regional councils must submit salary and social security payment orders to financial controllers by the 5th of each month.

Once verified, the documentation must be forwarded to local government treasurers by the 15th of the month.

Treasurers must then send cheques and payment statements to the Directorate of Banking Operations by the 20th of the month, while proof of payment must be returned to the relevant spending authorities within the prescribed deadlines.
