Togo plans unified digital platform for universal health insurance management

(Togo First) - Togo's public health insurance authorities are preparing to launch a unified digital platform to manage healthcare and reimbursements under the country's universal health insurance scheme, known locally as the AMU.

The platform, named Système d'Information Intégré de Gestion de l'Assurance Maladie Universelle, or SIIG-AMU, is designed to eventually connect all actors across the patient care pathway to improve benefits management, reimbursements and policyholder tracking.

The project was discussed at a technical workshop held in Lomé from May 4 to 7, organized by the Ministry of Health with support from Germany's development agency GIZ and the World Bank. Participants include public and private institutions like the CNSS, the INAM, the Togo Digital Agency, hospital centers, insurers and professional associations from the health sector.

A Federated Architecture Preferred

The Togolese government is opting for what participants described as a "federated" architecture. The approach is designed to allow existing platforms to continue operating while enabling data exchange between hospitals, pharmacies, laboratories, managing bodies and insurers.

Discussions focused on interoperability standards, the security of medical and administrative data, and the governance of the future system. Participants also worked on an operational roadmap and on project oversight mechanisms.

The experiences of Rwanda, Côte d'Ivoire and Cameroon were examined to identify models applicable to the Togolese context. The discussions also emphasized the need for a unique patient identifier, described as a prerequisite for more transparent AMU management.

Health Minister Jean-Marie Koffi Ewonoulé Tessi said the future SIIG-AMU was not intended to replace existing systems, but to "offer them the means to improve their interactions."
