(Togo First) - Togo's Ministry of National Education on Thursday validated a master plan for short-term vocational training, in a move aimed at broadening access to professional skills and improving employment prospects for the youth and vulnerable groups across the country.
The document, formally endorsed in the capital Lomé on May 28, 2026, is designed to serve as the national framework for the organisation, development and governance of accelerated vocational training programmes. It aligns with the objectives of the country's Education Sector Plan 2020–2030.
Developed under the ProEmploi+ project with support from Germany's international development agency GIZ, the master plan is intended to give both youth and adults faster access to market-relevant skills. Its broader goal is to harmonise and streamline short-cycle vocational training programmes nationwide.
"This master plan is a strategic tool that will allow us to better organise short-term training courses and align them with labour market needs," said Mama Omorou, Minister of National Education.
Beyond strengthening the organisation of the sector, the framework also seeks to align training offerings with the needs of businesses, with the aim of reducing unemployment and underemployment through the acquisition of job-ready skills.
"Our ambition is to make vocational training a genuine driver of employment and equal opportunity for all young Togolese," the minister added.
The validation follows a pilot phase during which 2,307 beneficiaries received training, including 1,595 women and 318 persons with disabilities. Launched in 2022 with GIZ support, the pilot programmes reportedly achieved a 100% job placement rate among the first cohort of graduates.
