Togo Begins Review of Green Budget Implementation

(Togo First) - Togo is taking a new step in its green budgeting strategy. The General Directorate of Budget and Finance (DGBF) is holding a workshop through July 10 to prepare budget implementation reports for the country’s 2024 and 2025 green budgets.

The government’s objective is to assess, based on actual budget spending data, whether green public expenditure has effectively contributed to the country’s climate and environmental commitments.

The exercise brings together 64 experts from public administration, financial directorates and sectoral ministries. Their work will focus on consolidating budget data, assessing whether actual spending matched the original budget allocations, developing a harmonized reporting template and drafting the budget implementation reports.

From Planning to Accountability

According to the authorities, green budgeting is now entering an accountability phase. DGBF Director of Budget Studies and Analysis Sovi Koku said the process must now shift from planning to accountability by evaluating what has actually been implemented in practice to ensure the approach remains credible, transparent and effective.

Togo launched its first green budget in 2024 with nine pilot ministries and a budget allocation of CFA 118.2 billion. In 2025, the initiative expanded to 24 ministries and public institutions before being rolled out across the entire central government under the 2026 budget. Nearly CFA 66 billion of the first green budget was allocated to climate change adaptation and about CFA 30 billion to mitigation.

One of the first Francophone African countries to adopt green budgeting, Togo is now seeking to measure the real impact of its climate-related spending.

The workshop’s findings, due in mid-July, are expected to help shape future finance bills and strengthen budget transparency as Togo expands its climate finance initiatives, including the recent creation of the Green Fund Togo.
