(Togo First) - As of the end of June 2026, Germany’s development cooperation portfolio in Togo was estimated at 555.66 million euros, equivalent to CFA364.51 billion. The commitments reaffirm Germany’s position as Togo’s largest bilateral development partner.
The figures were released by the Presidency of the Council as Germany’s ambassador to Togo, Claudius Fischbach, completed his posting. The diplomat was received by Council President Faure Essozimna Gnassingbé on Tuesday, June 30.
Fischbach praised the strength of the partnership between the two countries. “I am leaving Togo with the feeling that bilateral relations are on the right track and that development cooperation will continue in a very strong and highly successful way,” he said.
Partnership Focused on Reforms
German-Togolese cooperation spans several priority sectors, including economic development, vocational training, agro-processing, decentralization, governance, healthcare and electrification. It is implemented primarily through GIZ for technical cooperation and KfW for financial cooperation.
Since bilateral cooperation resumed in 2012, Germany has backed a range of reforms pursued by the Togolese government, particularly under the Partnership for Reform signed in 2021. The initiatives focus on strengthening private sector competitiveness, vocational training, agriculture, municipal infrastructure, renewable energy and public financial management.
In November 2025, Berlin announced 50.3 million euros in new commitments for agriculture, territorial governance, healthcare and social protection.
Beyond financial support, Germany also supports Togo’s broader structural reform agenda. Its assistance includes modernizing public administration, developing workforce skills, advancing the energy transition and strengthening local governance, in line with the priorities set out in the government’s development roadmap.
