Togo Showcases Resilience Approach to Security Challenges at World Bank Forum

(Togo First) - Togo's Minister and Secretary-General of the Presidency of the Council, Sandra Ablamba Johnson, took part in the World Bank's 2026 Fragility Forum on Tuesday. The minister, who also serves as Togo's Governor to the World Bank, used the forum to outline her country's efforts to sustainably preserve peace, stability and development.

Speaking at the virtual gathering, Johnson said Togo's approach is built on an integrated strategy centred on three pillars: anticipation, through early warning mechanisms and coordinated inter-ministerial action; protection, through security operations conducted by the armed forces; and strengthening community resilience, notably through the Emergency Programme for the Savanes Region (PURS) and the COSO project.

According to the minister, the strategy has already produced significant results. To date, more than 830 community infrastructure projects have been completed, benefiting over 545,000 people—most of them women—in the areas of education, healthcare, water access and energy.

"In Togo, prevention is not limited to security operations. It also relies on early warning systems and sustained investment in socioeconomic infrastructure," Johnson said.

She also stressed that "the situation in the Sahel shows that crises are often driven by a combination of factors, including poverty, social exclusion, weak public services and declining trust in government." In that context, she argued, it is essential for government institutions to maintain a strong presence and act proactively to prevent those vulnerabilities from creating opportunities for extremist groups to take root.
