Togo Approves Accession to Four IAEA Nuclear Safety Conventions

(Togo First) - Togo’s National Assembly approved four bills late last week authorizing the country’s accession to four international nuclear safety conventions under the International Atomic Energy Agency (IAEA). The move aims to strengthen Togo’s nuclear safety framework, improve preparedness for radiological emergencies, and bring national legislation into line with international standards.

The conventions are the Convention on Nuclear Safety of June 17, 1994; the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management of Sept. 5, 1997; the Convention on Early Notification of a Nuclear Accident of Sept. 26, 1986; and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.

The government said the accession forms part of a broader strategy focused on prevention and preparedness.

Governing is about anticipating; legislating is about protecting. A responsible state prepares not only for visible dangers but also for potential risks,” Senate President Barry Moussa Barqué previously said.

Delegated Minister for Energy Robert Koffi Messan Eklo said the approval reflected Togo’s determination to “fully join the ranks of rigorous and responsible nations.”

The legislation will give Togo access to international assistance, information-sharing mechanisms, and technical cooperation in the event of a nuclear accident or radiological emergency.

The development comes as Togo has served on the IAEA Board of Governors since 2025 and recently established an Atomic Energy Commission to coordinate programs related to the peaceful uses of nuclear technology, particularly in the fields of health, agriculture, and energy.
