Avé 2, Montpellier Identify Priorities for Decentralized Cooperation

(Togo First) - The Togolese municipality of Avé 2 and the French city of Montpellier are moving toward a decentralized cooperation agreement. The two sides discussed potential areas of cooperation during a visit to France by a delegation from the Togolese municipality from June 26 to June 30, 2026. The visit laid the groundwork for a future partnership between the two local authorities.

The partnership will focus primarily on the priority projects outlined in Avé 2’s 2024–2028 Communal Development Plan (PDC). To that end, Avé 2 Mayor Ayawli Kwaku and Clare Hart, Montpellier’s Vice President for International Relations, identified several strategic areas for cooperation.

The selected areas include sanitation and the sustainable management of solid and liquid waste, reforestation and efforts to address the effects of climate change, the electrification of villages through the installation of photovoltaic kits, and the development of an agro-pastoral zone to support agricultural value chains.

These sectors are among the priorities set out in the 2024–2028 PDC, a strategic document comprising 18 flagship projects organized under four programs. The objective is to sustainably improve living conditions for residents while enhancing the municipality’s economic and social appeal.

According to the local authorities, implementing these projects will require the support of technical and financial partners capable of helping the municipality achieve its development goals.

"Through this mission, the municipality of Avé 2 reaffirms its commitment to making decentralized cooperation a genuine driver of territorial development by building partnerships based on the sharing of experience, solidarity between local authorities, and the search for opportunities that benefit residents," the municipality said.

With this initiative, Avé 2 joins a growing number of Togolese municipalities using decentralized cooperation to strengthen their institutional capacity and accelerate the implementation of local development projects.
